Obama Federalizes Local Police Force In Six US Cities


The program, which some have dubbed Obamalaw “seeks to expand centralized control by placing more strings on federal funding of state and local law enforcement efforts as well as instituting” best practices” programs developed by the federal government.  All of these practices will diminish the power and autonomy of local law enforcement.

“We can expand the COPS program… to see if we can get more incentives for local communities to apply some of the best practices and lessons that are embodied in this report. State and local policing may need to be subordinated to federal social policy,” Obama declared.

For most citizens who believe in local control of law enforcement, his words were chilling.

Crisis Fabricated to Gain Control

Obama came into office with the narrative that he would be a healer of racial and social divisions, but he has proven to be anything but that. Over the years of his presidency, and no doubt before then as a community “organizer” Obama has interjected himself into seemingly every racial schism, from the Trayvon Martin debacle to the riots in Ferguson, Missouri.

And he has created a narrative of rampant racism and mistreatment of minorities, most especially black minorities and particularly by local law enforcement. Given this backdrop, the Administration has now designated six target cities that are in desperate need of money and run by mayors and police chiefs willing to exchange their city’s local control for cold, hard federal cash.

Interestingly, five of the six are majority Democrat-run cities, and all have large black, Latino, or Muslim populations. It is anticipated that these cities will greet claims of local law enforcement discrimination with great enthusiasm. And it is also likely that this plan is only a first step in expanding the program throughout the nation to virtually every urban police department and perhaps beyond our shores.  It will be incremental, but the payoff will be law enforcement administered from Washington D.C.

Cleveland Mayor Frank Jackson, whose city is the first to be subject to the new program, said the ambitious plan that was worked out over five months of negotiations with the U.S. Justice Department will be expensive and will take years to put in place. But he said he sees it as a chance to set an example for other cities.

The proposed reforms come amid tension around the U.S. over a string of cases in which blacks died at the hands of police.

“As we move forward, it is my strong belief that as other cities across this country address and look at their police issues in their communities, they will be able to say, ‘Let’s look at Cleveland because Cleveland has done it right,’” Jackson said.

Baltimore Mayor Stephanie Rawlings-Blake has also been a major player in the Obama administration’s plan for the federal takeover of local law enforcement – a plan that can now be ushered in more readily due to the burning down of Baltimore.

So far the mayor has played her role to a tee. She first permitted the riots to flourish by giving police a stand down order as the violence was starting to spread. Police knew of specific locations where riots were to take place, but, by her own admission, she instead chose to give the rioters ‘space’ to commit more violence – a statement she later tried to retract. She then told the city that she would delay the imposition of a curfew, basically telling law breakers that they had a free night of looting to enjoy.

When Obama weighed in on the Baltimore riots, rather than decry the violence and lawlessness of the rioters or take Mayor Rawlings-Blake to task for her inaction and poor administrative skills, he said “We have seen too many instances of what appears to be police officers interacting with individuals, primarily African Americans, often poor, in ways that raise troubling questions. And it comes up it seems like once a week now, or every couple weeks. And so I think it’s understandable that many, and more importantly moms and dads across the country, are saying this is a crisis.”
