Given that North Korea has declared their intent, to attack the United States, with nuclear missiles, and have gone out of their way to show that they are working to that end, the United States is justified in staging pre-emptive strikes, to illiminate their threat, by stopping their development, production, and implementation of nuclear weapons. That is what “pre-emptive” means.
