Al Sylvester, that sounds like the perfect solution. Implant it on the career welfare recipients. If you’ve been on welfare over 1 year you must have this implant, as well as drug tests every 3 months. I would rather pay for drug testing through tax dollars then to keep these leaches on welfare for the rest of their lives. However it will be a cold day in hell before I allow anyone to implant me with anything.
