For example, there’s a growing suspicion among second amendment fundamentalists that a lot of domestic shootings in America are being engineered in order to build support for gun control legislation.

It was engineered by the greed of petty bureaucrats that would rather spend money on lavish living instead of a dike that would protect the city. Shootings are the same way. Many fatherless children, drugs and no respect for life are the reasons shootings happen. Society engineered the boys that do the shooting. Basically, when you fail to plan, you plan to fail.
