It’s an interesting question. Can a law be copyrighted such that only those who are willing to make payment to purchase the document can own a copy? It’s clear that documents created by the government of the United States can be classified to prevent citizens from examining them, but they cannot be copyrighted because they were paid for by the people’s taxes and belong to the people.
Plus, it makes no sense to demand someone obey a law which requires the individual to make payment just to see it. But what happens when private organizations write regulations that then get incorporated into laws? It turns out that there is a man who has made it his life’s career to deal with just such situations. More on page two.

The courts say “ignorance of the law is no excuse”. Well then, the laws must be made publicly available WITHOUT having to go to a special library or paying a fee. BTW, NYS declared in 2016 that Police dont have to know the laws. No joke.
