Speaker Ryan Won’t Advance Any GOP Bills Regarding Conceal Carry


Author of HR-38, Representative Thomas Massie (R-KY), has also authored HR-2909 recently and introduced both to the House chamber.

HR-2909 was a bill that mandated that the Swamp would recognize Conceal Carry Permits from all 50 states, meant to cover a so-called “blind spot” in the Reciprocity laws for gun owners with Conceal Carry licensing.  That was introduced in June of this year.

HR-38 was a bill that allows the treatment of a Conceal Carry Permit like a driver’s license so that it could be valid over state lines in all 50 states.  This was introduced in January of this year.

Both are important pieces of legislation that would solve many legal battles being fought by gun-owners in many states where litigious state officials are often hell-bent on punishing legal gun-owners, while virtually ignoring their 2nd Amendment rights under the Constitution.

The bill introduced in June directly followed the shooting of Representative Steve Scalise at the baseball practice and was written as a very timely piece of law that could be implemented to battle this type of criminal activity.  Many legal gun-owners cannot or will not carry, despite having a concealed carry permit, simply due to the restrictive laws from one state to the next.  This has contributed to a dearth of action on the part of legal gun-owners in the face of mortal danger of either themselves or someone else.  Statistics have proven, again and again, that gun-owners account for virtually no gun accidents or shootings in the United States that are deemed illegal, while simultaneously accounting for an unprecedented number of foiled crimes that might have involved the loss of innocent life.

So, how are these bills faring in Congress?  Well, we’re not sure.  Speaker Ryan has shelved both of these legislative endeavors in deference to his Moderate Wisconsin roots and opted instead to bow to the Leftist mindset of the Swamp!

During the September 7 of Armed American Radio with Mark Walters, Rep. Thomas Massie (R-KY) said his concealed carry legislation is stalled because Speaker Paul Ryan (R-Wisc.) does not want Congress to touch it.

Mark Walters asked Massie about the lack of movement on national reciprocity, and Massie said, “The Speaker told me he didn’t think the timing was right.” An exasperated Massie then added, “But this is the exact time to bring this bill. So it is frustrating for me.”

Massie continued, “Listen, I was no fan of [Speaker] John Boehner, but even under John Boehner, I was allowed to offer an amendment to the DC Appropriations Bill to defund all their gun control laws. It passed in the House. … We got all but four Republicans to vote for it and 20 Democrats voted to defund all of Washington DC’s gun control laws.”

He explained that he secured the necessary votes to defund DC gun control at a time when no specific event provided the impetus for doing so. Now, however, the Alexandria baseball practice attack has provided impetus, making the passage of HR 2909 a no-brainer. Yet Massie admitted, “Paul Ryan will not let me bring that amendment to the floor.”

To me, this is a transparent attempt at doing two things:

  1. Ryan intends on thwarting the Trump agenda and anything else that would be perceived as a Trump victory
  2. Ryan intends on continuing to thwart the policy changes craved by the American Conservative majority

Speaker Ryan is an endangered Swamp RINO, make no bones about it.  He must be middle-of-the-road, milquetoast about all his policy decisions because he comes from a state that is generally Moderate.  His base (the true Establishment base of the Badger State) is Moderate.  The rest of his voters this last time around were Trump supporters and that is the vast majority of his support.  By doing what he has been doing with playing Hopscotch with the Jackass Party and not allowing bills important to the majority of his support to be seen, heard or voted upon is dancing with the Devil.  By the end of this year, he will begin to see that, especially as the Leftist furor (in Congress, at least) dies down to a dull roar over Trump’s election to the White House.

Then, and only then, will we begin to see an implementation of policy in Congress that resembles anything close to what the American taxpayer actually wants.
