The Real North Korean Threat is From Their Already Orbiting Satellites

Dr. Peter Vincent Pry is executive director of the Congressional Task Force on National and Homeland Security and chief of staff of the Congressional EMP Commission.

He worries a surprise EMP attack could be carried out by one of the satellites, an attack that could destroy the U.S. electrical grid and result in the deaths of many Americans in the ensuring chaos.

We should not be tolerating the North Korean satellites that are orbiting over our country. There are two of them. And the intelligence community is still silent about those,” said Pry.”

North Korea launched the KMS 3-2 and KMS-4 earth observation satellites in April 2012 and February 2016 respectively. The KMS-4 launch came one month after a North Korean underground nuclear test.

Acknowledging recent reports about North Korean’s success in miniaturizing a nuclear warhead, Pry worries that a satellite could be armed and put in a trajectory to produce an EMP attack on all 48 contiguous U.S. states.

Pry believes the presence of an armed satellite could put North Korea in a position to prevent the United States from coming to the defense of South Korea should the North decide to invade its neighbor.

It also could serve as blackmail to keep the U.S. from coming to the defense of its ally Japan.

As inspiration for such a plan, Pry credits a Cold War strategy developed by the Soviet Union for a similar plan.

The North Koreans basically I think got this idea from the Russians. They had called it the Fractional Orbital Bombardment System. … The idea was that you would use a peaceful space launch vehicle to launch what would appear to look like a peaceful satellite. And it would even fly away from us on a South Polar trajectory so that it wasn’t coming toward the United States. But it would really be a nuclear weapon.

And the reason it would come up from the south is because we don’t have any ballistic missile early warning radars facing the south and no interceptors. We are blind and defenseless from the South.”

The congressional expert believes the intelligence community has done a disservice by not speaking out on the issue. He advocates a public discussion of the potential threat to spur government action to thwart it and also psychologically prepare government leaders and the public for what could be a catastrophic situation.

This is such an act of irresponsibility for both the intelligence community and … the mainstream media. To leave the American people pretty much in the dark about this.”

A primary concern for Dr. Pry is that North Korean dictator Kim Jong-un is a “risk-taker” and the EMP plan is exactly the type of strategy that would appeal to him.

Meanwhile, most Americans are settled into a comfort zone that leaves them totally reliant on systems and others to provide basic necessities. The average person is wholly ill-equipped to survive in an environment with no electricity. A loss of communications systems would leave people bewildered and desperate in an environment in which the rule of law could completely break down.

Congress and the previous Obama administration are aware of the threat an EMP poses, but have not acted to harden the electrical grid to protect it from such an attack.
