According to the law military pay is supposed to adjust in-line with the Economic Cost Index, a measure of how much the private sector pay will increase, but the president has the final say. This will be the fourth year in which Obama has consistently reduced the military pay raise below the ECI. Resulting in a reduced buying power. And sequestration resulted in cuts.
