Under the 2016 pay scale, a Pay Grade E-1 undergoing recruit training will be paid roughly $2.15 an hour.

As an E7, my pay (including those benefits you mentioned), came to about $4.80 per hour. The Civil Service employees who worked for me were making $20.00 per hour which went to $30.00 if they worked past 8 hours in a single workday.
