Under the 2016 pay scale, a Pay Grade E-1 undergoing recruit training will be paid roughly $2.15 an hour.

If you look at the hrs the military put in. They are not even getting minimum wage.
By cutting military pay he accomplishes 2 thing #1 less people will join to serve. #2 makes military smaller which he wants. It’s a win ,win situation for him.
