Jay Familglietti, NASA’s top water scientist, recently warned that California has only a year’s supply of water left in storage facilities and the backup groundwater is rapidly depleting. Despite this harrowing fact, California has no backup plan to address this crisis.
“California has no contingency plan for a persistent drought like this one (let alone a 20-plus-year mega-drought), except, apparently, staying in emergency mode and praying for rain,” stated Familglietti. “In short, we have no paddle to navigate this crisis.”

Main reason is because all their liberal conservationist won’t let California build dam’s on their rivers , so all of the rainwater runs off in to the ocean!

Because the smelt (little fishies) are sucked into the pumps, California can’t even use the pumps they already have. Why? Bureaucrats don’t understand the fundamentals of economics like planting seed having any relationship to dinner.
The solution is to install f**e pumps to attract the fish, since same-said bureaucrats believe that 100% of all the Delta Smelt live at pump intakes, and then we will be able to pump unnecessary water to farmers who don’t need it because nobody actually uses any of the crops from California farms.
