Of course, the HAARP program has been a centerpiece in conspiracy theories, charging that the military uses it as a ‘weather weapon’, amongst other things. Certainly statements like that add fuel to the fire.
The original, official stated purpose of the facility was:
“HAARP is a scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes.”
Now they admit they have been controlling the ionosphere with it, but have something else in mind.
No, that’s not scarey at all.

HAARP was shut down multiple years ago due to budget constraints. This gives very little information – not even a date of when this was supposedly stated.
