More than 40,000 illegal alien criminals from 79 different countries are housed in federal prisons – costing taxpayers millions every year.
The International Prison Transfer program should help to alleviate the problem as it permits willing criminals to transfer back to their country’s prison system. That could be at least a partial solution, but the problem is that many countries simply refused to accept the transfers – and there are no enforcement measures within the treaty.

If a country has signed the treaty and refused to repatriate their citizens, they are in violation and we are no longer to abide by it either.
Put them on a military transport shackled, chained, and under heavy military guard. Fly the transport to their home country capital under fully armed fighter$#%&!@* Do a fighter flyby over the airport in advance. Radio the airport tower to get everyone the hell out of the way. Land the plane and open the cargo hatch. Force the prisoners off the plane at gun point and be prepared to confront any opposition with force.
Once the prisoners are deplaned, fire up the jets and take off. Let their military handle then however they want. If the prisoners return, shoot on sight and then ship the bodies back.
If the countries complain to us or the UN, tell them all to “Kiss our collective asses”.

Execute them all. At the border while announcing in Spanish their crimes and punishment… problem solved.
Of course they will not willingly take them back. Load them up in trucks and drive those trucks across the borders and leave them there. Of course leave the keys outside the trucks so they can be unchained. If they try to cross again shoot them.
If they don’t want them back. Fly over Mexico City and push them out with a parachute.
