This section is so vaguely worded that it could definately permit for an implanted RFID chip. This particular section is actually a rewrite that used to speak directly to an implantable, radio frequency device, but after Ron Paul warned the public of this, it was changed.

People are terrified about that concept but while it could be scary it could also be brilliant. What does the world spend in terms of military monies to protect from one another yearly? What of the actual military conflicts that rage across the planet yearly…. How much do they cost? What about the possible improvements of food distribution/production and other vital resources. As the future continues to develop and technology improves why would we want to hear of the wrong person having the wrong limb or organ removed if that can be avoided? Why would we ever want to hear about starving children if that could be avoided? War?
