Jerry what you propose here is exactly how we got in this position in the first, corporatists (not capitalists) who voted a certain way to keep themselves propped up. Now I won’t ever suggest that all the rich are evil, but more than a few would rather we were forced into a position of limited ability to be able to compete. And certainly even more will do whatever it takes to keep what they have, earned honestly or otherwise, so they will vote what benefits them which is not equivalent to benefitting the country. Your first two points are valid though. But that comes back to voter ID which comes back to people in power that don’t want to lose that position. To put it another way, we would have a 100% different House and probably only one or two Senators that don’t get voted out if things like voter ID and term limits were established.
