The NDAA is a bill approved by congress every two years, a congress that is REPUBLICAN, and they’re the ones who oversees the bill. USA has already the highest budget worldwide 10+ times than other countries. What the hell are you so afraid of? The authorization bill determines the agencies responsible for defense, establishes funding levels, and sets the policies under which money will be spent NOT you.
