Someone needs to tell the House Speaker that the basic economic principle of ‘supply and demand’ definitely applies to the workforce in America. Paul Ryan’s 2015 2,009-page omnibus spending bill had 700 pages slipped in regarding H-2B visa expansion for foreign workers. He believes that the supply of workers in the United States is not enough to make up for the demand by employers.
This is a staggering suggestion, that the unemployed workers in the United States, the marginally attached and or discouraged, would not take a seasonal job if it became available.
The supply of able bodied workers should be the first to meet the demand of these businesses, yet Ryan believes low-waged foreign earners are the ones who should take them. He has no evidence to support his claim “that corporations are facing a shortage of labor, which rendered the provision necessary.”

This statement is just wrong. There are workers in America who have either lost their job or a promotion to a foreign worker. This is wrong. If a company brings in a foreign worker to the USA to fill a position they should be required to take an American worker at a similar level to their non American location. As far as HlB workers they should be required by law to state why there is not an American that can do the job. Needs to be specific e.g. Interviewed XXX and he did not fill the requirements because of. This needs to be submitted both to the applicant and the government. The applicant needs to be allowed to respond to the statements of deficiency and response given to potential employer and the government. Only after all Americans that have applied are rejected for just cause can a foreign worker be hired. I worked for a German company and it was well known that if a European applied for the job an American would never get it.
