The lower pay increase translates to a Pay Grade E-4 (Corporal, Petty Officer 3d Class, Specialist 4, Senior Airman) with less than three years in service will earn less than $3.00 an hour. Under the 2016 pay scale, a Pay Grade E-1 undergoing recruit training will be paid roughly $2.15 an hour.

The president is the third or executive branch of congress, so when you use the term congress, it means all three branches, unless you specify the House, Senate or Administrative branch! Congress did pass an automatic raise for themselves back in the 1990’s, they have all been getting raises since, every year! The military and civil service have been held basically to their 2010 rate of pay, with maybe one, possibly two raises now, I think they may have gotten a small one this year!
