The steel didn’t turn to powder, only the concrete that had been cured for for many years. The heat of the fire also makes the concrete brittle as the fuel had run down elevator shafts and stairwells. There were many larger pieces of concrete as well, not all of it was pulverized under the extreme pressure it was exerted under. Try Looking at some videos of concrete being recycled by crushing. It has the same result under less pressure. I was part of the response so I can attest to what was there. You would also be surprised that the lower levels of the underground parking structure were fully intact. Cars that were there were unscathed. Not a scratch, dent or convertible top torn. Just a lot of dust on them
