
Jay Familglietti, NASA’s top water scientist, recently warned that California has only a year’s supply of water left in storage facilities and the backup groundwater is rapidly depleting. Despite this harrowing fact, California has no backup plan to address this crisis.
“California has no contingency plan for a persistent drought like this one (let alone a 20-plus-year mega-drought), except, apparently, staying in emergency mode and praying for rain,” stated Familglietti. “In short, we have no paddle to navigate this crisis.”

California’s water budget is skewed heavily toward agriculture. 80 percent of the water used in California is by the state’s multi-billion-dollar agricultural sector.
The 20 percent left for urban use is split between homes, businesses, and government.
About 6 percent of the state’s water is consumed by industries, commercial operations, and governments. About 14 percent is poured into bathtubs, toilets, and washing machines or sprayed over residential lawns. So making only resident conserve will only tackle less than 14% of the problem.
