Unless he is hiding in some country this most likely is false. There is no statute of limitations in murder, so unless he wants to surrender, speak out, and pay the consequences, this is either the deathbed confession if a dying man, or a man who wants to commit suicide by death penalty or assassination by another hired killer younger and healthier than him.
