I had a Top Secret security Clearance for over forty years throughout my career with the US Department of Defense. When I was initially briefed and every year thereafter I was required to read the laws relating to handling of classified material and to sign a statement indicating I had done so. It was made clear to me that mishandling of classified information is a felony. No exceptions were made for intent. Carelessness, stupidity, intent, all were included in the same category!
