Most states have water appropriation. Every well that goes into the ground is supposed to be permitted. Either with the county or the state. Each well is also supposed to abide by the regulations governing the installation of wells. This is done to ensure the correct construction. To prevent cross contamination of of multiple aquifers. Also to make sure a sufficient sanitary seal is installed to protect the ground water.
Can you do this yes, should you do it with out doing a little more research probably not.

What’s more is that this is highly illegal in many municipalities
And impossible in Oklahoma. 300′ of hard rock.
