Sorry, guess I’m missing the point. WTF does getting a well drilled (by whomever) have to do with the government or fracking? True, the well might be contaminated but does it make a difference who drilled it?

When I was 14 we built our own home. Had to chip out the rock to put the corners on the footing. Dad called in a dowser. I watched in skeptical wonderment as he criss-crossed the property. He showed me how to do it. Twenty feet from the hose and never hit rock and plenty of water. Five years later, bad drought cured by a stick of dynamite.
You do not have the rights to the water. It has been bought by someone already…
I believe your best bet these days is to buy a dehumidifier and run it with solar … While sunshine is still free
I actually work for a well drilling outfit not only is that illegal but it’s a bad idea you don’t have the proper equipment or proper contamination seal if you tap into a clean aquifer with that method you will run the aquifer and drinking water for everyone and as stated above the gov owns 90% of water rights and will not sell then to you. I know it’s expensive but the professionals know what they are doing and are safe and clean and well insure that your well will be clean and safe for generations

Kets see now, my well is 280 feet deep, I wonder how long that would take. Hmmmm, not practical.
