That would depend on location, water level and depth of aquifer. Many states have laws that wells must be approved first, before drilling and reported so they can be inspected.
Horrible idea having everyone tap a well. If not properly cases you might as well be drinking out off you local drainage ditch

I drilled wells for 10 years. It is not an exact science.
The shallow aquifers or surface water generally have iron or are undesirable formations. Do not waiste your time. #1 using this method, how do you get a filter pack around the screen? How do you pump cement around your casing to prevent (A). Surface water from infecting the aquifer,(b) to zone off other aquifers? Did you know that if you do not seal the casing and a contaminant falls into the well such as gas or diesel you can be held liable. Try dewatering a formation to trap a contaminant . You start with 25-50 wells that are drilled by a liscenced driller. If you want a water well just go to the phone book and look up water well drilling co. In the end it is much cheaper and you have a quality water you can enjoy!
