You can’t in Colorado with out a permit
I lived in Temecula Ca.,when I built we had to sign a paper stating. If we drilled a well, they would put a meter on it and charge the same price as city water……..
In some states its illegal, believe Oregon and Colorado even to collect rain water, the water all belongs to the government not to the people. Not sure what the fines are.
