There are many reasons why you are not allowed to drill your own well like this. One of those reasons is when the drinkable water table is breached the casing has to be sealed around the outside. The reason for this is so that contamination that would normally be filtered out by the water passing through the rock or heavy clay does not simply run down the outside of the casing. If this were allowed to happen then the local water supply would be contaminated.
