When Congress passed the Intelligence Authorization Act for 2015, it granted the executive branch not only the ability to spy on American citizens private communications, but also the legal authority to turn that information over to local law enforcement.
All of this can be done without any court order being granted, all in the name of ‘fighting terror’, of course.

I just clicked on the link to find two comments from two different people saying the same thing,”I don’t have a problem with them listening to me if it aids in catching the bad guys.” This is the fucking problem! We have become are own worst enemy because we allow these evil people to do these things with no fight at all. Use some common sense and try and put the pieces you’ve obtained together rationally and make an educated opinion of your own and things become clear.
It has not passed the senate yet. From every thing I have read it is an authorizaion of funding not the issues like the Patiot Act did. Right now there is no legal authorization outside obtaining a warrant from an at court judge to surveil any US citizen.
