When Congress passed the Intelligence Authorization Act for 2015, it granted the executive branch not only the ability to spy on American citizens private communications, but also the legal authority to turn that information over to local law enforcement.
All of this can be done without any court order being granted, all in the name of ‘fighting terror’, of course.

The bill, Intelligence Authorization Act for Fiscal Year 2016. S.1705 and H.R.2596. The Senate introduced S.1705 on July 7, 2015. The House of Representatives introduced H.R. 2596 on June 1, 2015.
The senate bill, S.1705 as of July 7, 2015 was placed on the Senate Legislative Calendar under General Orders. Calendar No. 141. Not debated on, not voted on yet.
The house bill, H.R. 2596 was motioned to reconsider and lay on the table without objection on June 16, 2015 and on June 17, 2015 was sent to the Senate where it was read twice and referred to the Select Committee on Intelligence.
As of today, July 7, 2016, I am unable to find a roll call for a vote from either house passing or failing the bill.
Further, the bills simply deal with the budget authorizing congress to, well, in the bill itself, “Subtitle A–General Matters
(Sec. 301) Permits appropriations authorized by this Act for salary, pay, retirement, and other benefits for federal employees to be increased by such additional or supplemental amounts as necessary for increases in such compensation or benefits authorized by law.”
Among other things. What I did NOT find is one word in the text of the bill that authorizes the police to do ANYTHING either one time or unlimited access to ANYTHING.
Least we all forget, by the way, the police are paid for, assigned by, and or elected, at the local level, city, state. And the Congress of the United States would have no jurisdiction on passing a bill that affected what they’re allowed or not allowed to access at all.
Nice attempt at getting the people riled up even more at congress. Sorry that I know where to look on these matters.
If anyone wishes to look it up for themselves. Sometimes it’s not easy to find as the system looks at each word and gives a result for the word and not the phrase. Thus Intelligence Authorization Act of 2015 will result in a findings of 16,636 items, with some findings that has “intelligence” in the bill. Some findings with “Act” in the bill. Some findings with “Intelligence Act” in the bill (not necessarily next to each other, i.e. H.Res. 315 Providing “for” consideration of the bill (H.R.2596) to authorize appropriations “for” fiscal year 2016 “for intelligence” and “Intelligence”-related activities of the United States Government, the…) So you may have to wade though a lot of pages to find the bills that have the name, “Intelligence Authorization Act for” all together. I found the Senate bill S.1705 on item number 7 and H.R.2596 on item number 9. Your search may be different.
I also found bills H.R.4127 on line number 8. But when I went to that, seemed to have another bill instead of the Intelligence Authorization Act bill. It’s dealing with House-Intelligence Budget, such as
