An Electromagnetic Pulse is a short burst of energy that has the ability to completely fry any and all electronics and can be brought about by a exploding a nuclear device at high altitude (North Korea is capable of doing this right now) or even just by a solar flare. What you’re referring to is called an HEMP, and it can’t cover the country, it’s almost impossible. The curvature of the earth, and the earth’s magnetic field lend to the distribution of the electrons in an E1 burst, but also limit them, and the effect is maximized at higher latitudes, and a detonation height of approx 400km, creating an aoe that is similar in shape to half a donut, and and would cover a little less than one third of the country. It’s a different sort of emp than that created by a ground detonation, doing it’s damage by creating power surges. Fast acting surge protectors (the same type a lot folks use on their home entertainment centers and cookies that can be bought at any electronics store) will provide protection from an E1 HEMP. The military has literally no concern at all, I used to work for a company that made shielding for the US military, and it is used in all modern equipment and capable of shielding from the effects of E1, E2 and E3 emps. Most modern power plants, especially nuclear, are also sufficiently shield and protected. The size of nuke necessary to create a maximized effect, isn’t one you’re going to find in most nuclear capable countries either, including N Korea, Pakistan, India and other late comers to the nuclear table. Non ally threats might include China and Russia, That’s about it. The carrier vehicle is also important, because it basically requires an ICBM to travel that far and maintain the required altitudes, again limiting countries capable of carrying out such an attack to only China and Russia. Both the warhead and the carrier vehicle are far beyond the capabilities of any terrorist organization.
