They don’t need an EMP, a coordinated attack on the transmission lines would have nearly the same effect.
We know already!
I know how to make my own electricity. An old bike, some dog ear fencing, an alternator and some old batteries. Even a washing machine motor can be turned into a powerful generator. As long as the EMP didnt fry the wires, its good. Many things would survive a neutron explosion. Chicken wire acts as a faraday cage.
Faraday shielded devices would survive.
