There are diesel back up pumps. Tests have proven that emp doesn’t affect engines as once thought. It takes 30 kV/m or greater. Most engines restart immediately with no anomalous response.
N. Korea doesn’t have intercontinental missles and it would take a huge (not found made by man on Earth) EMP to do severe damage unless it were a direct continuing solar flare. And since we are on the topic of doom, a meteor striking the Earth can do the same thing.
