There is a long tradition of executive branches of various levels of government having authority to prioritize enforcement of laws. This is why cops do not pull everyone over for going one mile over the speed limit, and sometimes issue warnings when they do pull people over.
A coup is a military take over of a Govt., a citizens is different.
