Vern Blair, Illinois doesn’t require a felony for citizens arrest, but you really don’t care about that. If you are in Arkansas, Kentucky, Louisiana,M$#%&!@*, Michigan,Nebraska, New Hampshire,Ohio, SC, or Wyoming, then you can only CA for felonies.
NC however, you cannot CA, you can only detain for LEO arrival, but you can swear a warrant out for anyone with probable cause.
